Let me first introduce myself. My name is Mario Matus, and I am the representative of Chile here at the ϲʹ. In February of this year, I was elected Chairman of the ϲʹ's General Council, which is the highest decision-making body of this organization, after the Ministerial Conference which meets once every two years. I am therefore addressing you today as the representative of the entire membership of this organization. The ϲʹ belongs to its 153 member states, and it is they who decide, by consensus agreement, on what happens here. Our work here is centred around the complex rules we have all agreed to which govern the trade between our countries. The rules which the ϲʹ embodies provide certainty and predictability to world trade, and to businesses across the world which trade internationally. Our role here is to maintain these rules, ensure everyone's compliance with them, and improve them where possible, which is what we are doing in the current Doha Round of negotiations. Every day, hundreds of delegates come through the doors of this building to attend the meetings here. At times, it seems to me that the ϲʹ building will crack at the seams. As the DG has mentioned, work is now under way to improve the facilities here. What I would like to underline is the high value all member states attach to having the ϲʹ based In Geneva. I personally am on my second posting here, and I am very happy to be in this city. I come from Chile, which is a developing country. Around two thirds of our country's gross domestic product is either directly or indirectly linked to trade, so for us the ϲʹ is important. What happens here at the ϲʹ is closely monitored and discussed in my capital, Santiago, by both the government and by the public at large. In Chile, we believe that the trade rules the ϲʹ provides allow us to trade on a predictable and open basis. This has allowed Chile to grow, both as an economy and as a country to live in. As a country and as a people we have benefited from the ϲʹ. This Development aspect of the work here in ϲʹ is very important. This means enabling developing countries to receive the benefits the world trading system generates. By ensuring that world trade can take place on a sound footing, we are helping the poorer countries develop. The Doha Round negotiations, which are more commonly known as the Doha Development Agenda, have placed Development, and the interests of the poorer countries, at the heart of our work. As Chairman of the General Council, I am pleased to be able to confirm to you that this is, and will remain, a key aspect of the work of this organization.
