He joined the Economics Department, University of Dhaka in 1982. Due to his academic excellence coupled with high quality research and publications in the diverse fields of economics he became a full Professor at a very young age of 35 years. In recognition of his groundbreaking research works in economic sciences, Dr. Barkat received many awards, the most recent being the Justice Ibrahim Memorial Gold Medal awarded by the University of Dhaka in 2007. Prof Barakat did his PhD. in Economics (specialized in Political Economy of Development) from Moscow Institute of National Economy (MINE, Pleakhanov Institute) in1982. And obtained M.Sc in Economics (specialized in Trade Economics) in1978 (obtained First Class with Honors with excellent grades in all courses). Professor Barkat is regarded as one of the most reputed political­ economists in the fields of economic development, investment climate, foreign direct investment, human development, energy-electricity and poverty analysis. He is one of the most influential civil society personalities and the most prominent media personalities known for his critical views about macroeconomics and political economy of development in Bangladesh. He has earned a reputation of an economist with difference for his strenuous search for objective truth in the social, economic, and political life in Bangladesh. Prof Barakat’s professional interest lies in Macroeconomics; Fiscal and monetary policies; Political economy of development and human development; Energy, development and poverty reduction; Land-water-energy and development nexus; Human rights and right to development including marginalized people; Policy research; Financing and evaluation; Cost and sustainability analyses; Assessment and evaluation of management system; Operations research (OR); Primary health care; Human resource development; Evaluation studies and needs assessments of social sectors, rural development; Women in development; Social sector strategic planning; Economics of fundamentalism; Regional energy trade and energy security; Consensus-building processes (facilitation, workshop, etc.); Negotiations (bilateral and multilateral) in the field of population and development (e.g., ICPD+5 within G77 and the UN General Assembly). Professor Barkat is credited with many pioneering research-based books dealing with Macroeconomics and economic development, human deprivation, poverty, exclusion, and rights-based development. Prof Barakat is a prolific creative writer on issues related to political economy of development in the national "dailies". Professor Barkat is highly respected for his inherent power of observation of emerging issues having far reaching consequences, and more so, for his proactive participation in the change process itself. In Bangladesh, he is the first economist to study the economic and social consequences of arsenic poisoning in drinking water coming up with the conclusion that “arsenicosis is a diseases of poverty”. He took an integral part in the Sono-Filter innovation (with his elder brother Prof. Abul Hussam, USA) which received the 2007-Million Dollar Grainger Challenge Prize for Sustainability awarded by the National Academy of Engineering (NAE –USA).
