Mr. CHEN Deming Minister of Commerce Over the last year, we have gone through a once-in -a-century financial and economic crisis. Now the global economy has shown signs of stabilizing and improving. However the foundation for the turnaround is not solid. The road to complete recovery remains long and winding. Today at this gathering we should send a positive signal to the rest of the world, a signal to "open up, advance and reform". First, to open up. Even if many countries have adopted stimulus programs since the crisis broke out, there is not yet a wide spread of protectionism across the world. This is mainly thanks to the reins of ϲʹ rules and role of the monitoring mechanism. Developing countries were hit harder by the crisis and face more difficulties. But we should not close our doors for fear of risks or challenges. As long as ϲʹ members can form consensus to stand by their ϲʹ commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis. Second, to advance. The DDA negotiations have not yet come out of the stalemate. Looking back at the 60 years of the multilateral trading system, we see that free trade has always been navigating through choppy waters. Therefore, we must have firm faith. With seven years' effort, what is on the table is hard won, and cannot be overturned for any excuse. If we can stand by the three principles, namely, to respect the mandate, lock in achieved outcomes, and base the negotiations on the Ag and NAMA chair's texts as of December 2008, and if we can let multilateral negotiations work as a major channel, then it is hopeful that the talks can be successfully concluded in 2010. Third, to reform. The ϲʹ is the only institutional arrangement governing global trade. Its binding nature provides a basic guarantee for its members to participate in and benefit from global trade. This point has, been again testified in the current crisis. At the same time, the process of responding to the crisis revealed that the ϲʹ needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy. It should reform towards the direction of promoting sustainable development. It should step up efforts in "Aid for Trade" and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs, can gain real benefits from globalization. China is always a firm supporter of the multilateral trading system, a faithful defender of free trade principles and an active promoter of the Doha Round.
