Id like to highlight 3 key principles. First, that the multilateral system is indispensable. Its importance became clear to us all as we stared into the abyss of collapse of financial markets, but I think its now clear to us all that our predecessors served us very well indeed. Second, it is inconceivable that the results of the Uruguay Round somehow represent the high water of achievement. In light of the description by WIPO Director General Dr Gurry of the growth of innovation in recent years, its inconceivable that the Uruguay Round outcome is as far as we can go. Third, on the likelihood of our success in the Doha Round, and here I have to be less categorical. The GATT and ϲʹ have seen 7 or 8 rounds of negotiation. The last two were agony to conclude, and this one is no different, but all of them have been concluded successfully, and I am certain this one will not be the first to fail. But it will need the political rhythm to be right, and it will require leadership not just of one or two developed but major developing countries as well. I dont think the political rhythm is right just now, and its not clear when it will be, perhaps early in the new year. Finally, the prize facing us is considerable. We need sustained growth in the private sector. Theres no more money left in the public stimulus barrel, and its clear that sustained growth must come from the private sector. Successfully concluding the Round would give a confidence boost to that. If we are going to carry forward the initiatives of a new 21st century agenda, its nave to believe we can get there without successfully dealing with our current agenda. New Zealand will continue to play its part in the conclusion of the Round next year.
