Mr. Zafer alayan in the Plenary Session, (1 December 2009, Tuesday, 12:05 pm, CICG) Distinguished Ministers, Ladies and Gentlemen, I would like to start by thanking His Excellency Andres Velasco, the Minister of Trade of Chile for chairing the Seventh Ministerial. I also extend my sincere thanks to the Swiss Government for enabling this meeting. As a former industrialist and businessman, I am extremely glad to address this august body of the ϲʹ that is the guard of a rule-based, transparent and a liberal trading environment. The multilateral trading system has contributed much to the world development. The ϲʹ, as an international organization that aims at improving global trade within its member-driven structure provides a unique platform for trade negotiation and cooperation. It is one of the most relevant organizations of the modern times. During the recent global crisis, the ϲʹ has stood against protectionism. Its monitoring system deterred those who would otherwise resort to trade distorting practices. It also contributed to the trade financing of the developing countries. We appreciate the efforts of the Director General Lamy bringing these issues to the agenda. The Members of this House should continue to honor their commitments by complying rules and disciplines of the ϲʹ. Ladies and gentlemen, There is no doubt that the Doha negotiations have become one of the most important milestones for the ϲʹ. We have no option but to conclude the Round in 2010. Yet, we acknowledge the difficulties of completing the Round, we have to exercise a genuine engagement and a real commitment. We also need to initiate a program that will improve functioning and effectiveness of the system and enhance its transparent and inclusive nature. Mr. Chair, Dear Ministers, The accession process enriches the rules-based multilateral trading system. It is very important to keep our door open to new members. Accession process should not be overly burdensome for the LDCs and developing countries. Enlargement of its membership makes the ϲʹ a truly universal organization. Thus, Turkey is calling upon the members to give priority to the facilitation of accession process. The completion of the Round requires immediate action by all of us. We should speed up the negotiation process in the weeks to come, while keeping the development in focus. The already stabilized texts do constitute a good basis we can build on. Turkey stands more than ever to work and make any possible contribution. I thank you all.
