The work session was chaired by the Hon. Sergio Marchi, Ambassador and Permanent Representative of Canada to the АФУХСљКЯВЪЙйЭјзЪСЯ, who stated that the subject matter was timely and an instance where trade policy converges with the public interest, since it relates to consumer choice. He highlighted the link between the work session and the Doha Declaration’s reference to labeling for environmental purposes, and signaled that the presentations would help to inform the ongoing debate within the АФУХСљКЯВЪЙйЭјзЪСЯ, as well as build trust among different stakeholders over the issues involved. Ambassador Marchi introduced the four discussants, whose presentations framed the debate. Raquel Breda dos Santos, Senior Officer, Office of International Affairs, Ministry of Environment, Brazil, presented a paper, entitled “The Brazilian Experience in Forest Certification.” In her presentation, Ms. Breda dos Santos described two, major Brazilian initiatives. The first is the Brazilian Council for Forest Management, which developed standards that are recognized by the Forest Stewardship Council. The other is CERFLOR, a process led by the National Institute of Metrology, Standardization and Industrial Quality, which developed a forestry certification program within the national standardization system. She emphasized that the Forest Department of the Brazilian Ministry of Environment does not give preference to either of these initiatives, and will encourage certification systems that are independent, voluntary, and take proper consideration of social, environmental, and economic criteria. She also stressed that certification schemes should not be used as a barrier for the international marketing of forest products. The Hon. Dr. Godfried K. Siaw, District Chief Executive, Asuogyaman District Assembly, Ghana, presented a paper, entitled “Fair Trade Bananas: Contributing to Sustainable Livelihoods in Ghana.” Dr. Siaw described his experience with Volta Rivers States, Limited and its Fair Trade certification and labeling of bananas. He explained how Fair Trade positively influenced social, environmental, and marketing strategies, and helped to create sustainable rural livelihoods through enhanced human and social capacity, as well as conservation of the natural resource base. Jorge Larson Guerra, Coordinator, Collective Biological Resources Program, National Commission for the Knowledge and Use of Biodiversity (CONABIO, www.conabio.gob.mx), Mexico, presented a paper, entitled “Labels That Tell Stories: Building Bridges Between Producers and Consumers.” In his presentation, Mr. Larson Guerra emphasized the need to deepen our understanding of the relationship among ecolabels, basic principles of trademark law, and the development of geographical indications. A general description of the perception of different stakeholders within countries and among regions on ecolabelling and geographical indications was presented as a background to understand the tensions that arise while discussing multilateral agreements on this topic. Chad Dobson, Director of the Consumer’s Choice Council ( HYPERLINK "http://www.consumerscouncil.org" www.consumerscouncil.org), presented papers by John Polak, Chair of the Global Ecolabelling Network (www.gen.gr.jp), on “Trade as an Environmental Policy Tool? GEN, Ecolabelling and Trade” and Ping Xia, Director of the China Ecolabelling Center, on “China’s Environmental Labeling Program” (www.cen.org.cn). He also presented a pamphlet, entitled “Labeling for a Sustainable and Just World,” which outlines what ecolabels are and why they are important. Produced by the Consumer’s Choice Council, this document is designed to illustrate some of the diverse ecolabels from around the world, as well as highlight the environmental, consumer, and social issues that surround them. Following the discussants’ presentations, there was a question and answer session with the audience. Contributions from the floor to the discussions included comments on the extent to which ecolabelling was delivering the results it promised, how non-regulated use of “environmental” claims could undermine the future of ecolabels, the importance of self-regulation and the vulnerability of niche markets for developing world producers, and the need to define which components of ecolabelling can be addressed at the multilateral level and which should remain as national rights and obligations. In responding to these comments, panel discussants emphasized the importance of ecolabelling to developing countries and regions, the need to make good use of ecolabelling’s benefits without creating barriers to trade, and the overall positive potential of ecolabelling production and consumption strategies. Ambassador Marchi closed the session with a summation of the work session.
