In this capacity he advises on the progress and implications of Doha Round, on implementation and compliance with the ϲʹ agreements, on ϲʹ accession, ϲʹ dispute settlement proceedings and government relations. After an early career in the UK Department of Trade and Industry and the Foreign Office, Mr. Hartridge served for twenty-five years in the Secretariat of the GATT and the ϲʹ. From 1993 to 2001 he was Director of the Trade in Services Division, which carried responsibility in the Secretariat for the completion and implementation of the GATS and for the subsequent negotiations under the Agreement, including the 1997 agreements on basic telecommunications and financial services. He had previously been director of the Office for Multilateral Trade Negotiations in theGATT, which was responsible for the launch of the Uruguay Round and subsequently for the negotiation of the Agreements on Trade-related Intellectual Property Rights and Trade-related Investment Measures and the Uruguay Round Understandings on GATT Articles. Prior to this, Mr. Hartridge was Chef de Cabinet of the Director-General of GATT from 1980 to 1985. He also served as Director-in-Charge of the ϲʹ from May to September of 1990. Mr. Karl Falkenberg, Deputy Director General, DG Trade, European Commission Karl Falkenberg has a long experience as a European trade negotiator. He started his career in the Commission as textiles negotiator, has dealt with international fisheries issues and since 1985 with the GATT. In 1990, he served as foreign policy advisor to EU President Jacques Delors, with particular focus on the German unification process. He was involved in the Uruguay Round negotiations and has been negotiating the telecommunications and financial services agreements in ϲʹ. From 1997 to December 2000 he was in charge of the coordination of all ϲʹ issues. Since the beginning of 2001 he has been appointed Director in charge of sectoral trade policies and bilateral trade relations with North America, Japan, the Mediterranean area and the African, Caribbean and Pacific countries and since 1.5.2002 Director for Free trade agreements, Agricultural trade questions, ACP. Since 2005 he coordinates all bilateral trade policies as Deputy Director General. Karl Falkenberg is a trained economist and journalist. Mr. Clovis Baptista, Executive Secretary, Inter-American Telecommunications Commission (CITEL) Mr. Baptista holds an Engineering Degree in Telecommunications (1972) from the Pontifical Catholic University of Rio de Janeiro, with advanced studies in Software Engineering and Data Communication Networks. He began his career at Furnas Centrais Eltricas S.A., an electric power company, and then went on to work for 21 years at EMBRATEL, a major telecommunications operator in Brazil, where he held important managerial posts. Prior to becoming Executive Secretary of CITEL in March 2000, Mr. Baptista was Special Advisor to the Minister of Communications of Brazil and, subsequently, Head of ANATELs Office of International Affairs. He has been an active participant in international conferences and meetings, having represented Brazil in the Council of the International Telecommunication Union (ITU) and in the ϲʹ negotiations on basic Telecommunications services, which led to the Fourth Protocol to the GATS Agreement in 1997. Mr. Baptista also served as the OAS representative at the Hemispheric Advisory Board of the Institute for Connectivity in the Americas (ICA), a leading hemispheric forum aimed to promote regional integration trough innovative uses of ICTs. Mr. Donald Abelson, Member, Sudbury International LLC, United States Donald Abelson provides global communications and international trade strategic advice through his consulting company, Sudbury International, LLC, which he established in August 2006. Sudbury International, LLC, serves a global client base by offering advice on a wide range of issues, including regulatory policy, spectrum management and communications-related trade strategy. Mr. Abelson also provides his services as an expert witness, is on the steering committees of the European Institutes telecom group and was a non-resident fellow at the Annenberg Center for Communications at the University of Southern California (2006-2007). Mr. Abelson worked for the U.S. Government for 30 years, most recently as the Chief of the International Bureau at the Federal Communications Commission (FCC) (1999 to 2006). In this capacity, he directed the FCCs international activities, including the approval of international telecom services, the assignment of spectrum and the granting of licensing for satellite facilities. Mr. Abelson managed the FCCs provision of technical advice to developing countries on regulatory matters and to the U.S. Executive Branch regarding trade negotiations and the activities of the International Telecommunications Union (ITU) (including, the World Radiocommunications Conferences) and the Organization for Economic Cooperation and Development (OECD). Abelson came to the FCC with extensive experience in international communications trade and regulatory issues. In 1998 and 1999, he served as an Assistant U.S. Trade Representative (USTR), during which time he led USTRs effort to facilitate global electronic commerce over the Internet. Prior to that assignment, Abelson was the lead U.S. negotiator of the World Trade Organizations (ϲʹ) Basic Telecommunications Agreement (1994-1998). These negotiations resulted in a precedent-setting agreement on global local, long-distance and international services delivered by wire, wireless and satellite technologies. In 1993, Abelson was the senior U.S. negotiator on the ϲʹϒs General Agreement on Trade in Services (GATS) and on the Agreement on Trade-Related Intellectual Property (TRIPs). In previous assignments at USTR, Abelson lead the U.S. team that secured trade deals on telecommunications terminal attachment practices with Japan (1983-1985) and Europe (1985-1988). And, for a decade between 1977 and 1987, Abelson was the chief negotiator on standards-related trade issues. Abelson has a Masters Degree in International Economics from the School of Advanced International Studies at Johns Hopkins University (SAIS) (1975) and a Bachelors Degree from Sarah Lawrence College (1972).
