In addition to being a leading communications provider in the U.S., Verizon provides voice, data, and Internet services on its state-of-the-art fiber-optic network to customers in more than 150 countries. Ms. Ruff leads the group that is responsible for public policy development, advocacy, and guidance around international issues, including international trade. She directs Verizons global policy work in organizations such as the ITU, the OECD, and APEC. She represents Verizon as a member of federal advisory committees to the U.S. Coordinator for International Communications and Information Policy at the Department of State and to the U.S. Trade Representative. Ms. Ruff joined Verizon in 2004 from the International Bureau of the Federal Communications Commission (FCC), where she was Associate Chief and Chief of Staff for the Bureau. Before her tenure at the FCC, Ms. Ruff practiced law with the communications and the Latin America groups of an international law firm. She also served on the staff of a United States Senate Committee. Ms. Ruff holds a JD from the Georgetown University Law Center, a Masters degree from Harvard University and a Bachelors degree from Radcliffe College/Harvard University. Dr. Tim Kelly, Head, Standardization Policy Division, ITU-T Dr Tim Kelly is Head of the Standardization Policy Division of the International Telecommunication Union (ITU), where he has worked since 1993. Before joining ITU he spent five years as a Communications Policy Analyst with the Organisation for Economic Co-operation and Development (OECD) and three years with Logica Consultancy Ltd. Hehas an MA (Hons) degree in Geography and a Ph.D in industrial economics from Cambridge University. Over the last twenty years, Dr Kelly has specialised in the economics of the telecommunications industry. He has written or co-authored more than 30 books on the subject including the ITU's Internet Reports and World Information Society Reports. He was in charge of the content team for the World Summit on the Information Society (WSIS), which concluded in November 2005. He is a visiting scholar at the business school of Hong Kong University of Science and Technology. Mr. Clovis Baptista, Executive Secretary, Inter-American Telecommunications Commission (CITEL) Mr. Baptista holds an Engineering Degree in Telecommunications (1972) from the Pontifical Catholic University of Rio de Janeiro, with advanced studies in Software Engineering and Data Communication Networks. He began his career at Furnas Centrais Eltricas S.A., an electric power company, and then went on to work for 21 years at EMBRATEL, a major telecommunications operator in Brazil, where he held important managerial posts. Prior to becoming Executive Secretary of CITEL in March 2000, Mr. Baptista was Special Advisor to the Minister of Communications of Brazil and, subsequently, Head of ANATELs Office of International Affairs. He has been an active participant in international conferences and meetings, having represented Brazil in the Council of the International Telecommunication Union (ITU) and in the ϲʹ negotiations on basic telecommunications services, which led to the Fourth Protocol to the GATS Agreement in 1997. Mr. Baptista also served as the OAS representative at the Hemispheric Advisory Board of the Institute for Connectivity in the Americas (ICA), a leading hemispheric forum aimed to promote regional integration trough innovative uses of ICTs. Mr Christodoulos Protopapas, Managing Director, HellasSat; Representative, European Satellite Operators Association, Greece Mr Christodoulos Protopapas was born in 1961 at Limassol Cyprus. He graduated the Electrical Engineering Department of the National Technical University of Athens with Honors. In 1985 he has been appointed as the Head of the Computer Department of the State Scholarship Foundation of Greece. From February 1989 to November 1989 he has been employed by Electricity Authority of Cyprus as Assistant Engineer. Between the years 1990 and 1996 he has worked as the Technical Advisor of the Archbishopric of Cyprus, where he was responsible for the Design, Building and Installation of the O Logos Radio and TV Station. In 1995 has established Logos Net which was the First Internet Service Provider in Cyprus. From August 1996 till August 1999 was appointed as the Director General of O Logos Radio and TV Channel from where he resigned willingly. From October 1999 to January 2000 he has been employed as Technical Advisor by Alpha TV Group in Greece. Since September of 2001 is the Managing Director of Hellas Sat the first satellite operator in Greece and Cyprus. He is involved in the satellite business since August 1994 when he has been appointed from the Board of Ministers of the Government of Cyprus as Member of the Cyprus Space Committee. From that position he has represented Cyprus Administration at International Meetings and Conferences. He has participated in many professional seminars, presentations and visits regarding Satellite Business, Communications and Informatics. He is the author of a number of international academic publications in Intelligent Systems and he has participated in a number of Seminars and Lectures presenting new technologies in Communications and Information Systems. On 22nd of May 2007 was elected as Chairman of ESOA (European Satellite Operators Association). He is married with Dr. Panayiota Constantinou and he is the father of three children. Mr. Nicklas Lundblad, European Policy Manager, Google Nordics Nicklas Lundblad is European Policy Manager with Google. Before joining Google he co-founded a current affairs magazine and worked as chief of staff for the Stockholm Chamber of Commerce. He is an Eisenhower Fellow, member of the EBITT-commission of the International Chamber of Commerce, former member of the e-Europe Advisory group, a member of the Swedish government's ICT-council and has written three books on ICT and policy. He defended his Ph D thesis on European ICT-policy on the 20th of February 2008 and has written numerous articles on emerging technologies.
