I take this opportunity to inform the group that from July 13 – 17th 2009, Barbados conducted an assessment of the needs and priorities of our country within the context of the АФУХСљКЯВЪЙйЭјзЪСЯ Trade Facilitation negotiations. The needs assessment workshop was organized by the Ministry of Economic Affairs, Empowerment, Innovation, Trade, Industry and Commerce in conjunction with the Ministry of Foreign Affairs and Foreign Trade. It was ably facilitated by personnel from the Caribbean Regional Negotiating Machinery, now the Office of Trade Negotiations of the CARICOM Secretariat; the World Trade Organisation Secretariat; and the Permanent Mission of Barbados to the United Nations and other International Organisations at Geneva. Prior to this workshop a meeting of all relevant stakeholders was convened on June 19th, 2009. The purpose of this meeting was to sensitise persons on the issues related to the negotiations and to establish a core of individuals and organizations on which to rely for future assistance in the negotiations. One of the significant outcomes of this meeting was the formation of a multi-disciplinary task force on Trade Facilitation. The Task Force has not been particularly active but the next meeting of the Task Force is expected to be convened shortly to focus on the follow up initiatives undertaken by each entity and to outline any assistance required. A total of 53 participants from 21 private and public sector agencies and organizations participated in the needs assessment. They examined 38 of the proposals which have been tabled in this body and it was found that 6 of those proposals were not applicable to the Barbadian situation. Of the remaining 32 proposals, Barbados was fully compliant with only 34%. The main areas where partial or non-compliance were realized related to publication, advance rulings, prior consultation, right of appeal, enquiry points, single window/one time submission and authorized traders. In the examination of our current institutional capacities relative to the proposed standard measures, it was determined that the major barrier which hindered our compliance was the lack of the appropriate financial and human capacity to successfully establish and sustain the various measures. It was further recognized that there was an urgent need to revise much of the legislation governing the areas upon which the trade facilitation negotiations will impact. Since the workshop a number of activities have been initiated at the national level which are in line with the recommendations which emanated from this workshop. The Customs and Excise Department is undertaking a modernization programme. In addition the National Information and Communication Technology Plan which was recently approved by the Cabinet of Barbados is expected to play a significant role in rationalizing the ICT infrastructure across the public sector. It is therefore anticipated that this will facilitate greater information sharing among border agencies and thus eliminate the need for duplication of documentation and other procedures. This workshop preresented an opportunity for increased interaction between the public and private sector and served to sensitise and inform capital based organizations of the implications of the trade facilitation negotiations to business operations. It helped to establish a stronger collaborative relationship between Geneva-based representatives and capital-based organizations. It is recognized that the workshop is only a first step in a long process towards completion of the negotiations and the eventual implementation of the Trade Facilitation Agreement.
