The assessment was facilitated by national experts from Ministry of Foreign Trade, An expert from EU Senis Project, Customs Authority and Geneva-based delegate. High level meeting: A high level and private sector meeting was held in August 2009 to arrange for a national workshop on TF in preparation for the needs assessment and priorities workshop. The meeting was attended by high level officials and representatives from the private sector. In that meeting the Geneva based delegate elaborated the importance and the vital role of needs assessment as a prerequisite for TA/CB in the field of TF. National Workshop on TF: The national workshop on TF held on 12-13 August 2009 was addressed by Minister of Foreign Trade and Genera- based delegate and Trade and customs Experts. This workshop paved the way for the needs assessment. exercise because participants became more focused and reoriented towards TF. The proposed measures considered were (48) and the results were as follows:- Already compliant: 11 (22.9%) Partially compliant: 22 (45.8%) Not compliant: 9 (18.8%) Not applicable: 6 (12.5%) Examples of Measures for which we are already in compliance are : Option to return rejected goods to the importer. Basic freedom of transit. Regional transit agreements or arrangements. Separation of release from final determination and payment of customs duties, taxes & fees. Examples of Measures for which we are partially in compliance: Establishment of enquiry point. Strengthened non-discrimination for transit. Bonded transport regime and guarantees/international, regional or national customs guarantee systems. Pre- arrival processing. Examples of Measures for which we are not in compliance: Import alerts/rapid alerts. Single window time submission. Advance Ruling. Post clearance Audit. Examples of Barriers to Implementation of the Proposed Measures: Absence of institutional mechanisms. Lack of physical and financial infrastructure necessary for transit trade. Lack of single coordinating body. Incomplete legal framework. Lack of funds. Lack of networking (IT infrastructure). Lack of awareness. Examples of local action we can take to overcome these barriers: Increasing of stakeholders awareness. Elimination of overlapping of authorities. Reviewing laws and regulations. Training. Institutional reforms and restructuring. Examples of areas for TA/CB:- Single window Basic Infrastructure. ASYCUDA World. Scanners project. Examples of measures to be supported in the negotiations: Risk Management. Authorized Traders. Expedited Shipments. Advance Ruling . Establishment of enquiry point. Single window timely submission. Benefits: The workshop helped Sudan to determine its national negotiation position on each of the proposed measures and therefore identify its main needs and priorities in the area of TF. The workshop led to more coordination between Geneva based delegated and the capital. All stakeholders became more aware of the issue of TF and the progress in drafting the agreement on TF. The workshop helped consolidate more interagency collaboration in the issue of TF Sudan negotiaters became more active in Geneva meeting as evidenced by the contributions of Sudan in the Draft Consolidated Text. Participants gained more expertise on needs assessment exercise. Participant became well acquainted with ϲʹ needs assessment techniques. Action taken: By the end of the needs assessment workshop another high level meeting was held and chaired by State Minister of Foreign Trade who appreciated and valued the efforts and the results of the assessment and promised to reflect that to the Presidency and the Cabinet. The Sudan National Working Group on Trade Facilitation (SNWGTF) arranged to draw an action plan for its activities for 2010 including revising the results of the assessment on the basis of progress on negotiations in Geneva and also who revising TF projects. Some recommendations for the way forward: The measures of which we are in partial compliance will be fully implemented at the signature of the agreement. Measures of high priority of schedules B and C will be implemented given that TA/CB are provided. The identification of donors is deemed crucial to the implementation of high priority projects, such as roads infrastructure, railways, single window, enquiry point, IT projects, risk management etc. Increasing the number of capital-based negotiators is quite necessary to enhance negotiation on TF. Immediate local action should be taken for measures which do not require TA/CB. The SNWGTF should be reactivated to review and update needs assessment findings to cope with negotiation progress. SNWGTF should draw an annual work programme for its activities with costed action plan to be funded partly by Sudan Government and by donors.
