Canada believes that APEC is particularly well suited for work on trade facilitation, as success in this area depends largely on cooperation, exchange of information, capacity building and technical assistance. APEC has been active on the trade facilitation front in recent years and some of its subfora have made significant progress in areas such as customs. In September 2000, in order to provide a better focus to APEC's work on trade facilitation, Canada organized, along with the World Bank and the Asia Pacific Foundation of Canada, an APEC Workshop on Trade Facilitation. The workshop brought together over 100 trade facilitation experts from 20 of APEC's 21 economies. Its objective was to contribute to a renewal of APEC's trade facilitation agenda - including exploration of obstacles and opportunities for developing members of APEC - by identifying the most effective measures for action in four areas: regulatory reform and standards, customs procedures, mobility of business people and professional accreditation; and electronic commerce as a mechanism of trade facilitation. The major conclusions of the workshop were that APEC needs to look at trade facilitation in a coordinated manner and that APEC should play a major role in facilitating trade among its members by being more active in the area of capacity building. A copy of an independent report on the workshop prepared by the Asia Pacific Foundation of Canada is attached. In order to follow up on the workshop's recommendations, Canada has just been granted APEC funding to co-ordinate a major research project which will assist APEC to develop a coordinated capacity building initiative in trade facilitation, aiming to lower the cost of doing business in the region. The resulting report will provide APEC with: a better understanding of the economic benefits of trade facilitation in three areas: customs, standards and conformance, and business mobility; a better understanding of the impact of trade facilitation on development; a better understanding the potential benefits resulting from exploiting synergies across facilitation areas; a comprehensive evaluation of the usefulness of its past and current work on trade facilitation. An improved understanding of these issues will allow APEC to better identify capacity building projects where it will truly be able to add value to the work of other organizations. This report aims to identify a number of such potential projects.
