Introduction to NTT Groups Measures to Promote International Trade With the coming of the 21st century, the world is facing dramatic changes at an accelerated rate. In order to adequately cope with such changes, Nippon Telegraph and Telephone Corporation (NTT), a company that has supported Japans telecommunications for more than 100 years, reorganized itself in July 1999 into NTT Group. NTT Communications Corporation began its business providing domestic interprefectural and international communications services, and in mid-2000, it set a goal of becoming a global IP company, declaring inside and outside the company that it would achieve that goal in two years. Toward this end, NTT Group has, based on a concept of e-theater, been working on the establishment of a global IP network, data centers, and platforms, among others. NTT Group is, toward the creation of fertile information distribution markets, in which the flow of information is valuable, striving to create a variety of information distribution business opportunities under the slogan global information distribution enterprise group, which is also a guiding principle in its own business. (International cooperation of NTT Group) While sending abroad approximately 900 overseas cooperation experts for technical assistance since 1979, NTT Group has, for about 45 years, been accepting trainees from other countries. What is worth mentioning here is that in 1985, NTT Group was commissioned by Japan International Cooperation Agency (JICA) to provide a training course at the Okinawa International Center for information processing technicians as part of the Official Development Assistance (ODA), 0which the Japanese government offers through the governments of developing countries. Since then, a total of 2,165 trainees from approximately 70 countries have taken the course. Former trainees are actively engaged as core personnel in information-related fields in their respective countries. The training course is the only one of its kind sponsored by JICA. NTT DATA, a key company in NTT Group, which contributed for many years to the construction, operation, and maintenance of NACCS, Japans clearance system, has, making the most of its accumulated know-how, conducted a review study of the clearance and related systems of Indonesia under an ODA project. For the policy and design, NTT DATA worked with the Indonesian Directorate General of Customs and Excise Duty and the Customs and Tariff Bureau of the Japanese Ministry of Finance. The study concluded thatand it was able to fully achieve the objective of securing the transfer of clearance operation, know-how, and system technologies to the Indonesian Directorate General of Customs and Excise Duty as well as the transfer of system technologies to local consultants. The clearance system established proposed by NTT DATA the study is supposed to responds to a variety of national requirements, including efficient and adequate clearance operations; improvements in the quality of clearance service for traders and government agencies; increases direct investments from abroad, the furtherance of domestic industries, the promotion of the international division of labor, and the expansion of trade volume associated with improvements in a countrys investment environment achieved by the introduction of computers; improvements in the accuracy of export and import data through the collection of clearance statistics;0 and adequate industry policymaking based on accurate export and import data. (Role of NTT Communications as a global enterprise) Amid the rapid economic growth of Asian countries that is recently taking place, Japan s direct investment in other parts of the Asian region is on the rise, and Japanese companies expanding into Asian countries are constructing networks throughout the rest of the Asian region to procure and process parts and materials. Parallel to this is the growth in trade in the Asian region. Recognizing that in order to guarantee a smooth transition to such an increased trade volume, it is essential not only to introduce electronic B-to-G systems but to link that system with a B-to-B system by introducing an electronic B-to-B systems as well, NTT Communications will continue to support inter-corporate exchanges of data in such areas as trade operations and the linking of B-to-G and B-to-B systems, constructing a global B-to-B commercial transaction communication network infrastructure in the Asian region with partners from other Asian countries. In addition, NTT Communications will contribute to further improving efficiency in overall international commercial transactions, acing in concert with expanding marketplaces. (Example of advanced work on efficient trade procedures) As an example of improved efficiency in both B-to-B and B-to-G systems, NTT Communications has been working on the Trade Electronic Data Interchange (TEDI) Project, which is a nationwide undertaking under the Ministry of International Trade and Industrys fiscal 19988 supplementary budget plan.0 Besides B to G transactions, tThe project has now materialized as one contributing to improving efficiency in the entire trade operation through secure and reliable network0by connecting such enterprises as manufacturers, commercial firms, banks, customs agents, shipping companies, and insurance companies.., including a system for B-to-G transactions, by developing a document-conversion system that TEDI enables documents that are required for trade to be exchanged through a safe and reliable network after they are transformed into electronic form. TEDI also enables toconverts and documents convert documents necessary for clearance trade to as well as those exchanged between enterprises to be compatible with different office systemsB-to-G systems. As a member of TEDI Club*, together with more than 60 enterprises related to trade,Together with more than 60 traders, NTT Communications is examining the practical connection between clearance systems in several Asian countries. as well as the connection between such enterprises as manufacturers, commercial firms, banks, customs agents, shipping companies, and insurance companies. Furthermore, NTT Communications is promoting in conjunction with overseas telecommunication service providers, the establishment of a global trading web a consortium called Global Trading Web to secure interoperability between electric-marketplaces throughout the world.
